India\u2019s workforce landscape is set for a major transformation with the launch of the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY)<\/strong> \u2014 a landmark initiative announced in the Union Budget 2024\u201325<\/strong>. Designed to accelerate employment generation and strengthen workforce formalization, the scheme brings a dual advantage to both employers and employees<\/strong>, while promoting transparent, compliant, and digitally integrated systems.<\/p>\n

A New Era of Employment Incentives<\/strong><\/h3>\n

The PMVBRY, implemented through the Employees\u2019 Provident Fund Organisation (EPFO)<\/strong>, provides structured incentives aimed at bridging the gap between job seekers and job creators.<\/p>\n

For Employees<\/strong> \u2013 The scheme supports first-time job seekers<\/strong> entering the formal workforce through financial incentives and structured literacy programs.<\/p>\n

For Employers<\/strong> \u2013 It encourages sustained job creation<\/strong>, especially in the manufacturing sector<\/strong>, by offering monthly incentives for each eligible employee hired.<\/p>\n

This mutually beneficial framework aligns with the government\u2019s larger goal of promoting a \u201cDeveloped Bharat\u201d<\/strong> through employment-led growth.<\/p>\n

Incentives Under PMVBRY<\/strong><\/p>\n

The scheme is divided into two parts<\/strong> \u2014 one for employees and one for employers \u2014 ensuring a balanced push towards both employment generation and retention.<\/p>\n

        PMVBRY applies to all EPFO-covered establishments<\/strong>, including exempted PF trusts<\/strong>.<\/p>\n

          New establishments<\/strong> registered after 1st August 2025<\/strong> can claim benefits once their workforce exceeds 20 employees<\/strong>.<\/p>\n<\/li>\n

          Baseline & Threshold Rules<\/strong><\/h4>\n

          To ensure that only genuine job creation qualifies:<\/p>\n

            If baseline < 50 employees<\/strong>, the establishment must add at least 2 employees<\/strong>.<\/p>\n<\/li>\n

          • \n

            If baseline \u2265 50 employees<\/strong>, a minimum addition of 5 employees<\/strong> is required.<\/p>\n<\/li>\n

          • \n

            The baseline is calculated based on average employment from August 2024 \u2013 July 2025<\/strong>.Built-In Safeguards and Digital Integration<\/strong><\/p>\n<\/li>\n<\/ul>\n

            To maintain transparency and prevent misuse, PMVBRY is supported by robust API integrations<\/strong> with databases such as:<\/p>\n

              \n
            • \n

              GST<\/strong>, Income Tax<\/strong>, MCA<\/strong>, ESIC<\/strong>, and Udyam<\/strong>.<\/p>\n<\/li>\n<\/ul>\n

              These integrations allow real-time data verification and fraud detection<\/strong>, ensuring that only compliant establishments benefit from the scheme.<\/p>\n

              Enterprises with pending EPFO inquiries<\/strong>, fraud-related cases<\/strong>, or non-compliance records<\/strong> are automatically excluded<\/strong>. In addition, penalty provisions<\/strong> apply for any misrepresentation or false claims.<\/p>\n

              Employers must also ensure:<\/p>\n

                Accurate ECR filings<\/strong>.<\/p>\n<\/li>\n

              • \n

                Aadhaar-authenticated UANs<\/strong> for all employees.<\/p>\n<\/li>\n

                PAN-linked bank accounts<\/strong> to facilitate direct incentive transfers.<\/p>\n<\/li>\n<\/ul>\n

                Governance and Grievance Redressal<\/strong><\/h3>\n

                PMVBRY is managed under a two-tier governance model:<\/p>\n

                  A Steering Committee<\/strong> chaired by the Secretary, Ministry of Labour and Employment (MoLE)<\/strong> at the policy level.<\/p>\n<\/li>\n

                  Funding and Tax Implications<\/strong><\/h3>\n

                  The Government has allocated \u20b999,446 crores<\/strong> to the scheme, making it a fund-limited program<\/strong> \u2014 once the budget is exhausted, no further financial commitments will be made.
                  All incentives received under PMVBRY are taxable under the Income Tax Act, 1961<\/strong>, unless specifically exempted.<\/p>\n
